Union Home Min­is­ter Amit Shah announced that the tri­par­tite agree­ment would restore peace and devel­op­ment in areas dev­as­tat­ed by the Bodoland insur­gents. A tri­par­tite agree­ment signed on Jan­u­ary 27 in New Del­hi by rep­re­sen­ta­tives of Bodo orga­ni­za­tions with the cen­tral author­i­ties and Assam presents a new mod­el of pow­er-shar­ing and gov­er­nance in Assam, in line with the sixth list of the Indi­an Con­sti­tu­tion. Among the Bodo parts of the agree­ment are the All Bodo Stu­dents‘ Union (ABSU), the Unit­ed Bodo People‘s Organ­i­sa­tion (UBPO) and the four groups of the Boroland Nation­al Demo­c­ra­t­ic Front (NDFB). Shri Shah said that the ter­ri­to­r­i­al integri­ty of Assam is guar­an­teed by this agree­ment, since every Bodo group has been embarked. He not­ed that while the north­east­ern states once felt neglect­ed, the Modi gov­ern­ment has ensured that an EU min­is­ter vis­its the region week­ly to ensure effec­tive imple­men­ta­tion of gov­ern­ment pro­grams and time­ly com­ple­tion of infra­struc­ture projects. Tri­par­tite agree­ments were signed in 1993 and 2003 and result­ed in the estab­lish­ment of Bodoland Autonomous and Bodoland Ter­ri­to­r­i­al Coun­cils, in accor­dance with the sixth list of the Con­sti­tu­tion for the areas inhab­it­ed by Bodo in Assam. The ABSU and its affil­i­at­ed orga­ni­za­tions, as well as var­i­ous NDFB groups, con­tin­ued their call for a sep­a­rate state. Amit Shah said the tri­par­tite agree­ment met all of Bodoland‘s impor­tant polit­i­cal and eco­nom­ic demands. The cur­rent agree­ment pro­vides for the estab­lish­ment of a Com­mis­sion, in accor­dance with Sec­tion 14 of the Sixth List of the Indi­an Con­sti­tu­tion, which will rec­om­mend the inclu­sion or exclu­sion of the trib­al pop­u­la­tion in vil­lages bor­der­ing btad areas.

In this com­mit­tee, in addi­tion to the Land Gov­ern­ment, there will be rep­re­sen­ta­tives of ABSU and BTC. It will sub­mit its rec­om­men­da­tion with­in six months of the date of noti­fi­ca­tion. Union Home Min­is­ter Shri Amit Shah today presided over the sign­ing of a land­mark agree­ment between the Gov­ern­ment of India, the Gov­ern­ment of Assam and rep­re­sen­ta­tives of Bodo to end the more than 50-year-old Bodo cri­sis. In addi­tion, a last­ing solu­tion has been found to the prob­lem that has claimed the lives of more than 4,000 peo­ple in the region.
